Even if teleportation inside the city had been restricted, he could simply use the Illusory Light Steps to leave the city before the formation could seal him inside and then escape with Drifting Cloud Steps.

After all, even though teleportation had been made impossible inside Dragon Tooth Mountain City and the area around the city, the area affected was extremely limited and didn't account for more than a few thousand meters outside of the city itself.
