In terms of higher-ranked power, the Department of Education probably was the strongest. Martial arts universities were technically below the Department of Education, but the more powerful ones like MCMAU obeyed the central administration alone. The decisions on who to hire were made by the school board itself in many cases.

If MCMAU wanted to be number one of all schools, first it had to be ensured that there were more than five Grandmasters on campus. This was the only way their reputation would be upheld.
