The destruction that the quasi-Sage-level beasts caused was indiscriminate. Even though they were barely left alone for a single millisecond before the swift Masters and Sages intervened, they killed countless Sekigaharans in the blink of an eye.
They also destroyed large swathes of crucial infrastructure. The Sekigahara Confederate ended up in a position that was even worse than that of the Britannian Empire. Out of all the Sage-level powerhouses in the world, they were in the most precarious position. If not for the Sages, this nation would have been long wiped off the map. Rui grew extremely serious at this realization.
Even he managed to put aside his many, many grievances with the Sekigaharans and regard the situation objectively.
"A Sage-level powerhouse cannot be allowed to fall." Emperor Rael nodded with approval. "If even a single Sage-level powerhouse falls, then we will all suffer the increased pressure. Especially the Kandrian Empire."
Rui nodded. "Alright, I will head to the Sekigahara Confederate first."
He was planning to visit it anyway, so it didn't matter whether it was first or not.
He had to admit, he was a little curious about what a nation led by maniacs would be like. Just what kind of civilization had they formed that led them to being among the most powerful nations of human civilization?
Although their failures and shortcomings had been all but exposed during the Great East Panamic War, he knew that there must have been something that they did right that allowed them to become a Sage-level powerhouse with immense influence over North-East Panama.
"The potential collapse has shaken them out of their arrogance," Emperor Rael explained. "Not just them, but also other Sage-level powerhouses. They aren't stupid, after all. If it could happen to the Britannian Empire and the Sekigahara Confederate, then it could happen to any one of them. And thus, the Martial World has taken action."
"The Panamic Martial Federation…" Rui murmured as his eyes widened with shock. "…has lowered the restrictions on using extreme methodologies to increase the rate of breakthroughs?!"
Emperor Rael nodded, even if a hint of displeasure appeared on his face. "One of the reasons that it rose in the first place was because people realized that you could accelerate the emergence of Martial Artist if you essentially tortured children from a young age and primed them to become Martial Artists using unethical means including but not limited to excruciating training regimes and even brainwashing and dark hypnotic methods. These were banned almost unanimously due to the adverse effects it had on children, but some of those restrictions have been loosened by the Sage Council of the Panamic Martial Federation."
Rui's eyes narrowed with a grim light. This was extremely unpleasant.
"Maybe I should try to pass on the mass artificial breakthrough method through the Water Sect in exchange for tightening the restriction on these sordid methods…" Rui muttered.
He had always been sensitive when it came to anything relating to children. He didn't like the fact that the Panamic Martial Federation was willing to let children suffer in order to increase the rate of breakthroughs of Martial Artists.
"No." His father's tone was firm. "That decision will harm the Kandrian Empire. We will lose our advantage."
"At the cost of children around the world." Rui's sharp gaze pinned his father where he sat.
"I am not the Emperor of human civilization," he calmly replied. "I am the Emperor of the Kandrian Empire. And I will do whatever it takes to elevate the Kandrian Empire. I must strongly insist that you don't share your method with any Martial Artist in the world. It was bad enough that Tokugawa Ieyasu copied it, but he came to our side in an extraordinary stroke of luck."
Rui stared at him with a piercing gaze.
"Additionally, you will not be able to get them to take back their amendment to the Martial Code," Emperor Rael explained. "Your method is not viable for dissemination, is that not true?"
Unfortunately, it was. The VOID algorithm was extremely difficult, and it took an unprecedented monster like Tokugawa Ieyasu with his mind-reading ability and technique as well as his mirror neurons and an entire system of thought to steal the VOID algorithm.
And even then, he was only able to use it when using the Megamind technique.
It was much harder to pass on than the diluted Hellbringer model, which was specifically meant to be spread at the cost of lowered sensitivity.
Rui heaved a sigh.
Even after all the power he had accrued, he didn't have the power to steer human civilization as he pleased. "Fine," he relented.
"I know you are not pleased with this." His father's tone softened. "But reality rarely goes as we please. Now, let us cover some of the more important topics and topics that are more directly related to you."
"A progress report on the dissemination of the Water Sect?" Rui's eyes lit up. "Since you were indisposed, I took the liberty of overseeing the development and the spread of the Water Sect," his father explained. "The headquarters of the Water Sect is entirely complete and is already functional. The training methodologies that you created and the resources that Charles DiViliers developed have already been implemented by the headquarters. Your staff and administration have overseen them just as you ordered them to, and so far it has gotten a lot of new members."
Rui grew enthused with optimistic reports that painted a sect that was already brimming with activity and membership.
